PROPOSALS FOR THE DRAFT “THESES ON THE QUESTION
CONCERNING TACTICS” FOR THE III CONGRESS OF THE COMMINTERN
[July 1921, no later than the 9th]
1) Strike out the name of Šmeral and the entire concluding sentence of the paragraph;
2) Entrust the Commission
(or the Executive *) with the task of drafting a concise, businesslike letter to the Czech Party—clearly and precisely,
with concrete, pointed critiques of what is incorrect in Šmeral’s position,
and of the areas in which the editors of Reichenberger’s Vorwärts * should exercise greater caution.

The matter concerns B. Šmeral’s report delivered at the Founding Congress of the Czechoslovak Communist Party, held from May 14 to 16, 1921, in Prague. The report on B. Šmeral’s address was published in the newspaper Vorwärts (Reichenberg), No. 114, dated May 17, 1921. V. I. Lenin meticulously studied the materials from the May Congress of the Czechoslovak Communist Party (see this volume, pp. 288, 289, 311). V. I. Lenin offered his critique of B. Šmeral’s position in his report on the tactics of the RCP(b) at the III Congress of the Comintern (see Collected Works, 4th ed., vol. 32, p. 464).
V. I. Lenin’s proposals were adopted by the Commission on Tactics.
