AMENDMENTS TO THE TRANSFORMATION PROJECT  
OF THE SCIENTIFIC AND TECHNICAL DEPARTMENT.  
February 17, 1921  

1} In order to consolidate all scientific research activities across the country, to facilitate the integration of scientific and technical findings into the implementation of a unified, nationwide economic plan, and to ensure proper conditions for scientific and technological work, the existing Scientific and Technical Department of the VSNKh is hereby transformed into the Scientific and Technical Department of the Republic [operating in close coordination with the Council], WHICH SHALL BE SUBORDINATED TO THE COUNCIL OF LABOR AND DEFENSE…  

… 3^ Among the tasks assigned to the Scientific and Technical Department of the Republic are:…

The publication of materials pertaining to scientific research activities within the Republic. (Through Gosizdat?) (In consultation with Gosizdat.) (= “Vint”)

4) The Scientific and Technical Department shall be headed by a Presidium composed of members elected by the Higher Scientific and Technical Council, as well as members appointed by the Sovnarkom.

[») The Higher Scientific and Technical Council shall be responsible for formulating measures to ensure favorable conditions for scientific research throughout the country and for overseeing the implementation of these measures.] … •  
… 7) The Presidia of local branches of the Scientific and Technical Department shall be composed of members elected by the local branch of the Higher Scientific and Technical [Department] Council, together with members appointed by the Presidium of the Scientific and Technical Department of the Republic.
