The STO resolution itself should encompass but a few key provisions:
1) The mandatory establishment, from top to bottom and from bottom to top, of economic councils—or bodies and organs closely resembling them—everywhere.
2) The mandatory publication of reports from each region, guberniya, uyezd, and district at least once every two months.
3) The mandatory forwarding of copies of more detailed reports and statements to the STO.
4) Guidance by means of directives.
5) The development of correspondence with local authorities in “Economic Life,” transforming it into an organ for consolidating reports, conducting research, and providing guidance.
