to the directives of the Central Committee and to special assignments from the Central Committee in the course of the reorganization of the People’s Commissariat of Education.
When will the main work plan be formulated? What issues will be included in this plan? Will they be the same as those currently on the agenda—such as textbook compilation, library utilization, model schools, teachers’ reporting requirements, curricula for courses, lectures, and classroom instruction, as well as oversight over the actual implementation of curricula and the progress of educational activities?
Or will other questions take precedence? Which ones?
Which issues are regarded as the most crucial, the ones that demand the greatest attention?
Is there a resolution on this matter? What measures have been put in place for systematic monitoring of implementation?

On the occasion of the appointment of “New Broom,”
8 In the Central Printing Office, we must seize this moment to establish clear administrative accountability.
1) We must meticulously set out in writing the specific responsibilities borne by the heads of the Central Printing Office and the heads of the provincial printing offices.
2) The same applies to the library network:
(a) the national (public and Rumyantsev) libraries;
(b) the provincial libraries;
(c) the district libraries;
(d) the volost libraries—if not too soon, if you have not yet decided to limit yourselves to district-level libraries.
3) You—and we—must know with absolute precision whom to assign to each position (both from the Central Printing Office and from the library network; it is imperative that personnel be drawn from both institutions), should every Soviet book, after its publication, find its way into every library within, say, one month (two weeks? six weeks?).
