LETTER TO I. S. UNSHLICHT 1

To Comrade Unshlicht at the VChK:
Immediately assign a most responsible comrade to carry out the following tasks:
1) Investigate why, despite the Council of Labor and Defense’s resolution of May 6—mandating the immediate shipment of manufactured goods to Ukraine for barter—this directive has still not been implemented in the Main Textile Department and the People’s Commissariat for Food Supply.
2) Thoroughly determine who is responsible for the lack of packaging materials at the former Prokhorovskaya Factory for the packing of the manufactured goods being shipped, as well as for the failure to take appropriate measures to procure such materials.
3) Specifically oversee the dispatch of manufactured goods from the Prokhorovskaya Factory to Ukraine.
4) Once all relevant circumstances have been clarified, hold the responsible individuals accountable.

Report the findings within 24 hours to Comrade Smolianinov, Assistant to the Administrative Affairs Department of the Council of Labor and Defense, for submission to me.
