P. S. After writing this letter, I noticed that the issue is now on the agenda of the CEC. I request that you elaborate on the points I have outlined.
June 27
1921.
Comrade Martene*!
I earnestly request your full and decisive assistance in organizing a sewing factory—No. 36—by American workers.
Eliminate all bureaucratic delays in securing the necessary materials, especially pipes and associated fittings (tees, couplings, and the like),
as well as electrical wiring.
Facilitate the provision of housing for the workforce—a matter that must be resolved without any further delay on the part of the Housing Department.
The completion and earliest possible commissioning of the factory must be achieved within the shortest possible timeframe. In this entire undertaking, we are witnessing an unacceptable degree of negligence and bureaucratic red tape.

To Comrade Likhachev, Chairman of the Moscow Council of National Economy **,
June 27, 1921.
I request your full and decisive assistance in the work of the group of American workers tasked with organizing Sewing Factory No. 36.
Issue appropriate directives to Mr. Seryakov, head of Moskvashvey.
Remove all bureaucratic obstacles in the procurement of materials—and in particular, pipes, pipe fittings, and electrical wiring.
In this matter, we are confronted with intolerable delays and rampant bureaucracy.
Facilitate the provision of housing for the workforce, without any further procrastination on the part of the Housing Department.
The factory’s completion and its swift commissioning must be achieved as soon as possible.
Chairman of the Council
of Labor and Defense
