INITIAL DRAFT RESOLUTION ON IMPROVING THE SITUATION OF WORKERS AND NEEDY PEASANTS
The exhaustion brought on by want and the calamities stemming from the Seven-Year War and widespread devastation, coupled with the sheer overwork—exceeding nearly human endurance—that the Russian working class has endured over the past three and a half years, have now reached such a critical point that they demand urgent action from the Soviet authorities.
The X Congress of the RCP therefore calls upon the entire Party, all Party and Soviet institutions, to devote the utmost attention to this issue and to promptly formulate a series of measures aimed at improving the conditions of workers and alleviating their hardships at all costs.
While endorsing the decision of the Central Committee and the Soviet authorities to allocate a portion of the gold reserve for the purchase of consumer goods for workers, the Congress urges that this measure be expanded and that our import plan be adjusted accordingly without delay.
The Congress instructs the Central Committee to establish a special central commission tasked with implementing immediate measures to improve the situation of workers, organizing this commission in such a way that it operates in close coordination—on the one hand—with the Central Committee of the RCP and the All‑Union Central Council of Trade Unions, and—on the other hand—with the Sovnarkom and the Council of Labour and Defence, so as to ensure the swift execution of the planned measures and to enable workers themselves to exercise oversight over the implementation of these measures. This commission must set up subcommissions within those departments that are not only capable but also especially obligated to redirect a portion of their administrative apparatus and resources immediately toward measures designed to improve the lot of workers.

(Narcomvneshtrorg, Narcomprod, Narcomvoen, Komgosoor 37, Narcomzdrav, and so forth.) Likewise, subcommissions are needed in the provinces where industrial workers are most densely concentrated. The Congress entrusts the Central Committee and party workers in the relevant departments with the task of elaborating the regulations governing these commissions without delay.
In view of the acute hardship inflicted upon the peasantry by poor harvests—and exacerbated in many cases by the demobilization of the army—the X Congress directs the Central Committee to work through the Sovnarkom and the VTsIK to implement measures similar to those outlined above for the benefit of needy peasants, going beyond the commission already established for this purpose by the VTsIK.
