ON AMERICAN INDUSTRIAL EMIGRATION.
Resolution of the Council of Labor and Defense.
June 22, 1921

1. To recognize as desirable the development of individual industrial enterprises or groups of enterprises by transferring them to groups of American workers and industrially developed peasants on agreed terms, ensuring them a certain degree of economic autonomy.

2. To recognize as necessary the regulation of industrial emigration of workers from foreign countries in order to use them to raise the productive forces of the country by attracting organized groups of these workers to Russia and transferring factories and plants to them on the rights and conditions to be developed by the Supreme Council of National Economy and approved in the established order. This category of workers should include both industrial workers of all specialties and workers of auxiliary trades, not excluding agricultural ones, arriving in Russia organized in artels, cooperatives, etc. To instruct the Supreme Council of National Economy, in agreement with the All-Union Central Council of Trade Unions and the People's Commissariat of Labor, to develop the organizational forms and detailed conditions of the above-mentioned regulation.

3. To instruct the Supreme Council of National Economy to enter into contact with American Societies for Technical Assistance to Soviet Russia and to immediately begin organizing such production groups with instructions for the latter as to what kind of materials, means of production and food, and for what periods, they should bring at their own expense to Russia for pre-planned enterprises. For monitoring this work, it is desirable that the Soviet government has its representatives in America.

4. To grant Comrade Rudgers and his colleagues, numbering 12-15 people, the opportunity to immediately travel to the Urals and the Kuznetsk Basin to clarify on the spot the enterprises and sources of raw materials that can be provided to American industrial emigration, and the necessary conditions for this.

5. To instruct the Presidium of the Supreme Council of National Economy to immediately issue Comrade Rudgers 2 million rubles for expenses related to the trip and research, for which he must account.

6. To schedule the report of the commission mentioned in clause 2 in a week; to instruct Comrade Martens to convene the Commission.
The task of the named commission also includes coordinating this measure with the general conditions of emigration of workers to Russia.
