I request that you convene a conference of the named people's commissars (and the chairman of the All-Russian Central Council of Trade Unions) or persons specially authorized by them on the question of the sanitation of factories and plants through the reduction of the number of dependents and workers unproductively listed on the plant payroll (from peasants, mobilized soldiers, etc.); food provisions must be retained for a certain period at each enterprise in the previous amount in order to raise labor productivity.

The deadline for the completion of the conference work should be brief, namely: it is desirable that by Tuesday, April 5, 1921 in the morning (by 12 o'clock) the results be submitted to the Politburo of the Central Committee.
