Resolution of the Council of Labor and Defense.
June 22, 1921

1. To recognize as desirable the development of individual industrial enterprises or groups of enterprises by leasing them to citizens of American workers and industrially developed peasants on agreed conditions, ensuring them a definite degree of economic autonomy.

2. To recognize as necessary the regulation of industrial emigration of workers from foreign countries for the purpose of utilizing them to raise the productive forces of the country by attracting organized groups of these workers to Russia and leasing them factories and plants on the rights and conditions to be worked out by the VSNKh and approved in the established manner. This category of workers should include industrial workers of all specialties as well as workers in auxiliary trades, not excluding agricultural workers, arriving in Russia organized into artels, cooperatives, and the like. The organizational forms and detailed conditions of the aforementioned regulation shall be entrusted to the VSNKh to work out in agreement with the All-Union Central Council of Trade Unions and the People's Commissariat of Labor.

3. To instruct the VSNKh to enter into communication with American Societies for Technical Aid to Soviet Russia and to begin immediately the organization of such production groups with directives for the latter indicating what kinds of materials, means of production, and provisions and for what periods they must bring at their own expense with them to Russia for the predetermined enterprises. For oversight of this work, it is desirable that Soviet power have its representatives in America.

4. To grant comrade Rutgers and his colleagues, numbering 12-15 persons, the opportunity to depart immediately to the Urals and the Kuznets Basin to clarify on the spot the enterprises and sources of raw materials which may be made available to American industrial emigration, and the necessary conditions for this.

5. To instruct the Presidium of the VSNKh to issue immediately to comrade Rutgers, on account, 2 million rubles for expenses related to the trip and investigation.

6. The report of the commission mentioned in point 2 — to be scheduled for one week hence; the convocation of the Commission to be entrusted to comrade Martens.

The task of the named commission also includes the coordination of this measure with the general conditions of worker emigration in Russia.
