There is an idea, expressed by the desires of individual peasants, to insure their buildings against fire with grain and other agricultural products on the condition that the spring insurance be paid subsequently with these products. Taking into account the necessity of increasing the food fund, I ask that the aforementioned idea be analyzed, and if possible—a corresponding law be issued.

I consider your decision to instruct the People's Commissariat of Food to arrange a special shop (storehouse) for the sale of food products (and other things) to foreigners and Comintern visitors to be entirely correct. I propose that it be carried through the Council of Labor and Defense and accelerated with all force. The shop must be organized on a strictly commercial basis with sole proprietorship.

From the shop, purchases may be made only by those arriving from abroad possessing special personal identification documents, and only through personal purchase books. I charge Smolyaninov with special responsibility for overseeing this matter.

Comrade Smolyaninov informed me that a delegation of workers and peasants from Stavropol Province has delivered to Moscow at my suggestion one railroad car of provisions as a gift for starving workers. I request, firstly, that this car be accepted as quickly as possible, without any red tape; secondly, that it be directed to the most needy Moscow workers with mandatory notification that this is a gift from the workers and peasants of Stavropol; thirdly, that measures be taken to attend to the delegation both in terms of its accommodation and in transmitting to it the gratitude of the Moscow Soviet and, finally, providing it with literature and giving it an opportunity to see institutions of interest to them in Moscow.

I request that you report to me immediately and precisely on the fulfillment of this matter.
