Comrade Molotov!
I am referring this question to the Politburo.
In general, it is incorrect to resolve such questions in the Organizational Bureau: this is a purely political matter—entirely a political issue—and it must be addressed differently. I request that you have the secretary prepare, on a single sheet, both the old and the new versions of the text.

(1) In my opinion, Section 4 should be repealed.

(2) — We must strengthen the judicial accountability of communists.

(3) Party committee “judgments” should be permitted only when submitted to the central authorities and subject to review by the Central Control Commission.
