If the region afflicted by crop failure and famine encompasses a territory with 25 million people, should not, alongside the most revolutionary measures, youth be conscripted into the army from this very region, numbering about 500 thousand bayonets? (and perhaps even up to 1 million?).
Purpose: to help the population to a certain extent, for we will feed a part of the starving and perhaps, by sending bread home, help the starving to a certain extent. This is the first. And the second: to deploy these 1/2 million to Ukraine, so that they might assist in strengthening food requisitioning, being acutely interested in it, especially clearly realizing and feeling the injustice of the gluttony of rich peasants in Ukraine.
The harvest in Ukraine is approximately estimated (Takovsky) at 550-650 million poods. Subtracting 150 million poods for sowing and 15 (15 X 20 = 300) for feeding families and livestock, we obtain a remainder (550 - 450 = 100; 650 - 450 = 200) of approximately 150 million poods on average. If an army from the famine-stricken gubernias were stationed in Ukraine, this remainder could be collected (by tax + commodity exchange + special requisitions from the rich for aid to the starving) **in its entirety**.
In the famine-stricken gubernias, measures for collecting raw materials (leather, hooves, horns, bristles, etc.) must be immediately intensified, making it a rule, incidentally, not to provide a single pood of aid, either for seeds or for food, without payment in some form of raw material or fallen fuel or something similar.
To revitalize the work of the gubernia, uyezd, and district economic councils (econsovets) of Petrograd, Moscow, Ivanovo-Voznesensk, and a few other crucial industrial centers not far from both capitals, would it not be possible to introduce 2-4 responsible workers from central departments into these econsovets? These groups, say, of 4 people, could coordinate among themselves, being selected either from employees of the same central institution or from people who know each other well, and systematically work in these econsovets, say, for an hour a day each, 3-4 hours a day all together?
