¹ G. Ya. Sokolnikov was appointed chairman of the Turkestan Bureau of the Central Committee of the RCP(b) and the Turkestan Commission of the All-Russian Central Executive Committee and the Council of People's Commissars of the RSFSR by a resolution of the Politburo of the Central Committee of the RCP(b).
² This refers to a letter from G. I. Safarov to V. I. Lenin, in which he wrote about the distortion of the party's national policy in Turkestan. On December 22, 1921, the Politburo of the Central Committee of the RCP(b) established a special commission to consider the question of Turkestan affairs. In January 1922, the Politburo approved the "Circular Letter of the Central Committee of the RCP to the Communist Party of Turkestan" (see "Life of Nationalities" No. 3, January 26, 1922).
