Outcome: in how many months and what exactly will be done?
You will be to blame if the matter “stalls,” for in such a case you must appeal quickly, bring it
to the **highest authority**, i.e., to the Politburo.
But quickly.
We must take advantage of the summer, and you will let the summer slip by: I warn you that the entire responsibility will lie with you. Expedite
and complain to me (regarding the STO) and to the Politburo, if I am not competent 2.

June 4, 1921, on the mobilization of two thousand communists for work in the Gokhran.
2 A. O. Alsky, in a letter to V. I. Lenin dated June 21, 1921, reported
that the People's Commissariat of Finance had taken all measures to improve the work of the Gokhran,
but their implementation was delayed because the Council of Labour and Defence had not yet considered
the draft resolution on the Gokhran submitted by the People's Commissariat of Finance. On June 29, 1921,
the Council of Labour and Defence adopted a resolution recognizing the work of the Gokhran as shock work,
obliged all institutions and commissariats, under the personal responsibility of their leaders,
to fulfill the demands and requests of the Gokhran out of turn within 24 hours, and outlined
a number of measures to improve the work of the Gokhran.

PROPOSALS ON THE QUESTION OF VERIFICATION AND PURGE
OF THE PERSONNEL OF THE RCP(b)

[1921, June, no later than 21]

The main cell carrying out registration should be a group of old members of the RCP (not less than 5–7 years in the party) and necessarily workers.
All members of the RCP who are in any way dubious, unreliable, or have not proven their steadfastness should be removed from the party, with the right of readmission after additional verification and probation.
1) Those who joined from other parties after October 1917; 2) those who joined from among officials and functionaries who served under old governments; 3) those who held positions associated with any privileges; 4) those belonging to Soviet employees — these categories must be subjected to a special, comprehensive verification with mandatory questioning of working people, both party members and non-party members, who encountered the given RCP member in their work.
Those recommending must provide a precise written attestation, and among the recommenders there must necessarily be several workers with 5–7 years of party experience.
Formalities should be reduced to a minimum for genuine workers genuinely working in their factories; and for peasants occupied on their land plots, so as not to hinder such persons with re-registration 1.
