I consider Comrade Kursky's conclusion to be the only correct one. I propose to pass it as an additional resolution of the Council of People's Commissars.

1 D.I. Kursky, People's Commissar of Justice, reported on October 26 that he considered the main agreement with SKF to be generally acceptable and, at V.I. Lenin's suggestion, submitted two variants of an additional agreement on warehouses for further negotiations.

On October 29, 1921, the Politburo of the Central Committee of the RCP(b) instructed the Council of People's Commissars to continue negotiations with SKF and conclude an agreement based on one of the variants proposed by D.I. Kursky. On November 1, the Council of People's Commissars resolved to resume negotiations with the SKF firm, based on the principle of recognizing the RSFSR's ownership of the warehouse. The agreement with the Swedish Ball Bearing Company in Gothenburg (SKF) was signed in April 1923. See also this collection, pages 344, 346.
