1. Draw up a report of what has been received in the banks.
2. Invite a sufficient number of experienced workers to speed up this matter.
3. The nationalisation of the banks is retained.
4. All banks are merged into a single People’s Bank of the Russian Republic.
5. Open as many branches as possible.
6. Declare the inviolability of deposits (which, of course, in no way diminishes the state’s right to levy taxes).
7. Free cheque circulation.
8. Full preservation of workers’ control (including in the sphere of issuing money).

9. The rationing of money issues for consumer purposes is retained; a number of practical alleviations are introduced.
