Comrade Osinsky, People’s Commissar for Land Affairs,

I request that you provide me with the briefest possible responses—no more than one or, at most, two pages in total—to certain questions, so that I may present the relevant sections of my report to the Congress of Soviets with greater precision and incorporate some of the most telling figures.

Could you please supply me with two or three summary statistics for my report to the Congress of Soviets: 1) the extent to which we fulfilled our task of supplying peasants with seed materials for the autumn of 1921;

2) Are there any other tangible results and successes that have already become apparent in 1921? Should we not mention the seed farms (such as the Shatilovskoye farm and others, and so forth), or the breeding stock operations—and something along those lines?
