Result: in its hands a commodity fund and its wholesale (railway) transportation.

What does proletarian state power do with this fund?

It sells it (.) to workers and employees for money or for their labor without money,
(.) to peasants for grain.

How does it sell? Through whom?

Through a commission agent (= merchant) for a commission percentage.

It shows preference to cooperatives (trying to organize the entire population into them).

Why is this impossible? Because this is capitalism + socialism.
