MEMORANDUM TO I. II. GORBUNOV.
Z.Kh., 1921
Dear Comrade Gorbnov!
I ask you to inform Comrade Radchenko that I am deeply concerned about the correctness of this matter: how can I possibly sign off on technical conclusions? We must forward the matter for interdepartmental agreement and expedite its passage through the Small SNK or through the STO. I will do everything in my power to help accelerate the process.

1 I. I. Radchenko had requested that Lenin sign the minutes of the Hydrotorf Council, which, at its meeting on * *September 29, 1921, had resolved to postpone the delivery dates for Hydrotorf orders for tracked cranes from March 1 to May 1, 1922. This resolution, signed by Lenin, was intended to serve as supplementary instructions for the Temporary Berlin Commission tasked with arranging foreign orders for Hydrotorf.
