Comrade Kuibyshev!
I am sending you a draft of the subscription that Rutgere and all his people, down to
each worker inclusive, must give [in the event of signing the agreement).
If you agree, suggest it to them.
Find (for all negotiations) a reliable translator.
Knowing both languages perfectly.
The agreement must be clear and arch-precise.

We need our own lawyer (communist) to draw it up.
In my opinion, call it an agreement on the transfer of control of a number
of factories, etc.
The technical examination must be signed by Styun- kel * and several other solid experts.

September 1921, the STO recognized in principle the desirability of concluding an agreement
with the Rutgers group and instructed a special commission to develop the text
of the agreement; September 30 of the same year, during a meeting of the STO, at which
the draft agreement was to be discussed, Kuibyshev in a note informed
Lenin on Rutgers' acceptance of all the points of the subscription proposed
by Lenin (see p. below.
