Comrade Molotov! Is it possible to try and resolve two questions by telephone in the Politburo:
1) To appoint Sokolnikov a member of the board of the People's Commissariat of Finance and a member of the Finance Commission on the condition that he remains Chairman of the Turkestan Bureau and is obliged to travel to Turkestan as needed, until complete order is established there. (If there is no majority for this, then I am forced to refer it to the discussion of the entire Politburo.)
2) Today we hastily rejected my proposal1, and I agreed to withdraw it. But I now see that I was too hasty and I renew it:
To oblige 1) Pyatakov; 2) Rukhimovich 2; 3) Bogdanov (or his deputy Smilga) — to submit within 2 weeks to the Politburo a plan (or charter or theses) on the relationships between the Gubernia Economic Council and large enterprises located in a given gubernia and directly subordinate to the center in Moscow.
[We ourselves will not compile this. The question is general. All People's Commissariats will have to be polled. It must be worked out quickly. Start with the Donets Gubernia Economic Council.] 3
