Comrade Kuibyshev!
I ask you, in addition to the material on the Rutgers case, to clarify further:
1) Everyone talks about 300,000 dollars as our expenditure.
But § 4 a) states:
«The Soviet government allocates 100 dollars for each resettling worker,»
and according to § 5 a) and b), 2,800 + 3,000 = 5,800 are resettled.
Will our expenditure not amount to 600,000 dollars?
Or should it be clearly added: 100 dollars for **3,000** people for the Nadezhdinsky factory and only?
2) Why is there no written statement from all three, Rutgers, Heywood, and Calvert, that they are signing the «undertaking» 2, which is attached to the case?
I ask you to arrange this today, and by all means in English.
3) The end of § 8 (our obligation to reimburse expenses) should be more precisely stated in a separate §:
«The Soviet government undertakes to reimburse expenses only in such-and-such cases and only on such-and-such principles.»
4) Are the amendments by Rutgers et al. to the text adopted by the Presidium of the Supreme Council of National Economy (VSNKh) ultimatum-like?
I ask you to send me your answer (+ the English receipt) and return this letter to Molotov, Secretary of the Central Committee, tomorrow, Thursday, October 13.
