I have reviewed your materials on the concession agreement and am deeply indignant.
This is sabotage or idiocy on the part of Dosser 2 and Co.!
A mass of worthless and ridiculous trifles (prohibition of making fires, etc.) and no serious issues highlighted.
The serious is drowned in bureaucratic trash.
No thinking head is visible.
What is Lomov doing?

You sabotaged the decision of the Council of People's Commissars (2/II. 1921) 3, which required the development of the main principles within a three-week period!
It is absolutely necessary tomorrow (i.e., 28/III) to work out these principles, and make them so brief that they can be sent to Krasin by telegraph.
Show them to me beforehand.
I am enclosing my draft, a rough sketch, in haste: I am taking what is important and debatable 4. The rest, in my opinion, is less important or indisputable.
Stop the sabotage and get the job done properly, otherwise I will fight in the Central Committee.
Who is on your "concession commission"? Its composition: reply tomorrow by 11 o'clock.
