Regarding the report of the People's Commissars to you (the Small Council), it is necessary to pay particular attention to the execution of the most important decisions.
The most pressing issue now is apartments in Moscow.
Appoint an audit, with reports to the Small Council twice a week: how many houses, apartments, rooms have been provided (10 houses must be provided).
Also check the distribution.
Moscow's population is swelling from the growth in the number of employees. This must be checked. Should we not adopt a resolution:
A People's Commissariat increasing the number of employees without the permission of the Small Council (prohibition against increasing even by one person), is subject to a series of penalties.
Compile a list of People's Commissariats that are obliged to reduce the number of employees weekly (People's Commissariat of Military Affairs, Supreme Council of National Economy, People's Commissariat of Transport, and some others).
The others may increase only with the permission of the Small Council.
