[Between 12 and 15 October 1921]

In my opinion, Rutgers' proposals cannot be accepted now, in their present form. But I would like to try one
thing: to force him to modify the group (Rutgers + Haywood + Calvert).
And to modify the financial terms. If we decide as follows:
rejecting Comrade Rutgers' proposals in their present form,
i.e., Comrade Bogdanov's proposals and those members of the
presidium of the Supreme Council of National Economy who voted with him,
the Central Committee (and then the Council of Labour and Defence in Soviet order) expresses
an insistent wish that Comrade Rutgers' group not consider this refusal as final, but rework
their proposals on the following principles: a) change the composition of the group, the main group of initiators, in the sense
of adding to it 5 — 8 prominent representatives of the American
trade union movement or other workers' organizations; b) reduce
the expenditures of our government to a maximum sum of 300,000 $;
c) reduce and clarify our expenditures in case of contract rupture.
