Dear Comrades!
Your letter of 18/VII I was able to read only today.
I spoke only once and very briefly with Comrade Heckert about the question you raised. When he asked me about my attitude to the question, I replied that I was too little informed to judge it; that those excluded must, of course, be organized in some way and that in this sense Heckert's proposal seems correct to me.
Nothing more.
What "unions" are, what tactless actions individual communists have committed (which facilitated the expulsion of social-traitors), I do not know.
From the resolution adopted by the congress (which you sent me) I see that the unions are not approved of ("insignificant", "vague", "introduce confusion"). Practical slogan: "Do not tear new worker groups out of centralized free unions."
What can be said against this?
Moreover, you yourselves hope to take the unions into your own hands.
I will send your letter to Comrades Lozovsky and Zinoviev to get full information.
