[1921]

Comrade Tomsky!
Many thanks for your very clear letter.
Of course, you are right that "9 million sheep" are necessary for us (Moscow) 2. They must be obtained at all costs! And immediately send us to the Council of Labour and Defence a calendar program for their acquisition.
The same applies to grain.
To attempt to settle your disagreements with Comrade Safarov, we are sending Comrade Ioffe 3.
I think it is possible and necessary to combine both tendencies.
1) grain and meat for Moscow first and foremost
2) a series of concessions (for this) and premiums for "merchants"
3) absolutely a new economic policy (X Congress, conference V. 1921, etc.)
4) certainly Muslim committees of poor peasants
5) a careful, cautious attitude, with a series of concessions, towards the Muslim poor.

It is possible and necessary to combine and consolidate a wise, cautious line, observing the interests of our "world policy" throughout the ENTIRE East.
With com. greetings, Lenin
P. S. Probably the Central Committee will agree to your request regarding the % of the year 4. We will talk with Rudzutak.
