To Comrade Krzhizhanovsky, I draw your particular attention to the question of the concession (Kyshtym plant and numerous other copper mines) to Leslie Urquhart.
The study of the terms of this concession and the preparation of the agreement must be carried out by Krasin and Bogdanov jointly with you. It is of exceptional importance for us to arrange matters so that the concessionaire, wishing to obtain almost all of Russia's copper mines, first, guarantees us a percentage deduction and its receipt by us within a short period, and second, so that we have the opportunity to obtain from the concessionaire the necessary equipment for the development of operations at our own mines. I ask you, when you have studied the matter, to inform me to what extent, in your opinion, both of these conditions are guaranteed and what, in general, is the significance of the proposed concession from the point of view of developing Russia's supply and, in particular, electrification.
