You sent me a copy of your letter to Comrade Kiselev dated 26/7. 1
I find both the tone and content of your letter incorrect.
In my opinion, you are entirely to blame, or perhaps the head of the administrative section of the People's Commissariat of Enlightenment, Comrade Litkens, — you are to blame for not having followed the decisions of the Small Council of People's Commissars (the first from 22/VI!!!) and for not having applied to the Council of People's Commissars in time with a request to revise the decision of the Small Council of People's Commissars.
I personally see nothing incorrect in the decision of the Small Council of People's Commissars, for Comrade Kiselev assured me that Comrade Grinberg 2 was present at the Small Council of People's Commissars.
