The authorized representative of the Italian cinematographic firm Cito-Cinema, Comrade Caroti, a Communist, has arrived in Moscow. Our Italian representation held preliminary negotiations with him regarding a concession for filming and purchasing films in Russia and exploiting these films in Italy.
The basis for negotiations with Comrade Caroti can be the draft agreement he possesses, which leaves ample room for introducing necessary changes.
According to the report of the authorized representative of the People's Commissariat of Foreign Trade in Italy, the firm Cito-Cinema is a solid Italian cinematographic enterprise, financed by the Italian Accounting Bank, and about which information should be available at the Financial and Accounting Department of the People's Commissariat of Foreign Trade.
I consider this matter extremely important and **urgent**.

I instruct that a meeting be immediately convened to review Comrade Caroti's proposal, clarify the entire matter, and develop an appropriate resolution for the Council of Labor and Defense.
The convening of the meeting and the report to the Council of Labor and Defense on Wednesday, December 7, is the responsibility of Comrade Voevodin.
