I am forwarding you for your information the review by G. B. Krasin. This review reinforces what I actually wrote to you yesterday¹⁷⁵. I fear that the convening of a conference was strategically an incorrect measure on your part. It would have been more correct to request from solid specialists—no more than 2-3 for each of the 3 institutions (Gosplan, NKPS, and NTO of the Supreme Council of the National Economy)—a written review. The task, in my opinion, consists most of all in "catching" those scholars red-handed in inactivity and pedantry, those who missed the foreign experience. In my view, neither Krasin's review nor this note of mine should be shown to anyone. If your conference does not arrive at a conclusion that is absolutely negative, then one must think about whom to entrust with carrying out immediate practical implementation. I ask you to call me about this¹⁷⁶.
