G. M.!

This came out badly.

General impression from "first reading":
Page 1: "many" see an "obvious" deviation...
(why admit that there are "many" who reproach? Immediately the wrong tone and "move"... in favor of the enemies).
Page 2.

"general reorganization of the People's Commissariats, which is inevitably connected"...
("inevitably"? Very avoidably, because no general reorganization is HAPPENING. And it turned out that the author refers the reader to that "general" which does not exist).
Page 3.
singling out the essential, concentration in large enterprises, etc. ...

"however, it is worth thinking carefully to see that piecemeal it is impossible"... "piecemeal approach."
(Unpersuasive. Only piecemeal is it possible.

One must begin with little, with one case.)
p. 4 ... Extremes are not permissible
(undisputable, but academic)
Osadchiy in NKVT (already named twice)

"members of Gosplan have to continuously (is it only Osadchiy?) engage in routine work"...
35 - 1 = 34
p. 5...

Fuel... Larin (why cite him, without providing a single figure? To encourage the enemy! Either remain silent about him, speaking of one's own work not in Larin's words, but in one's own words and with facts, or

attack him. Any other tactic = certain defeat).
p. 6 "hastily formed a group of workers to fight famine"
(? this is not Gosplan's business at all!)
p. 7
p. 8 directives of the Chairman of the Council of Labor and Defense
(? What directives? the reader doesn't know)
VSP + OTK
NKPS... "will probably not fail to make itself felt" (the underlined words also work in favor of the enemies). Neopisanov...
(but what did he do? Not a single clear word.

At least one example. How did he help?

Did he save money? Uncover an error? Help avoid it? in what exactly?)
8-9: ... "Assignments"...

Everyone is so fed up with assignments that it's better to say nothing about them. Everyone has an abundance of assignments.

General, universal, all-encompassing assignments, which clearly will not be fulfilled.
