[1. — The fundamental political task of the moment consists in assimilating the new economic policy, accepting the latter as established for a long period of time and implementing it with absolute thoroughness and conscientiousness.

2. — Commodity exchange is placed in the forefront as the main lever of the new economic policy. It is necessary to properly organize commodity exchange for the extraction of grain and other surpluses. In accordance with this, the enterprise and initiative of local bodies must be supported and developed in every possible way.

3. — Commodity exchange is extremely important for establishing correct relations between the proletariat and the peasantry, as the most stable form of their economic relations during the period of transition from capitalism to socialism.

It is necessary to designate as shock-worker the gubernias with the largest grain surpluses for organizing proper commodity exchange in these gubernias in the first instance.

The importance of commodity exchange as a stimulus for the expansion of peasant farming.]

1. The fundamental political task of the moment consists in the complete assimilation and precise implementation by all Party and Soviet workers of the new economic policy. The Party recognizes this policy as established for a long period of time, measured by a number of years, and demands from everyone its implementation with absolute thoroughness and conscientiousness.

2. Commodity exchange is advanced to the forefront as the main lever of the new economic policy. Correct relations between the proletariat and the peasantry, the creation of a fully stable form of economic union of both these classes for the period of transition from capitalism to socialism, are impossible without the establishment of systematic commodity exchange or product exchange between industry and agriculture. In particular, the implementation of commodity exchange is necessary as a stimulus for the expansion of peasant sowings and for the improvement of peasant agriculture.

The enterprise and independence of local bodies must be comprehensively supported and developed at all costs.

Gubernias with the largest quantity of grain surpluses must be designated as shock-worker for conducting commodity exchange in them in the first instance.

3. Considering cooperation as the main apparatus for conducting commodity exchange — to recognize as correct the policy of concluding agreements by the organs of Narkomprod with the organs of cooperation and the transfer by the former [to the latter] of commodity exchange funds for fulfilling the tasks of the state authority and under its control.

To grant cooperation broad opportunity for procurement production and the comprehensive development of local industry and the raising of economic life in general.

Support for credit operations of cooperation.

The struggle against anarchic (i.e., escaping all control and supervision of the state) commodity exchange by concentrating commodity exchange predominantly in the hands of cooperation, in no way hindering proper free trade.

Study of the market.

4. Support for small and medium (private and cooperative) enterprises, primarily those not requiring supply from state reserves of raw materials, fuel, and foodstuffs.

Permitting the leasing of state enterprises.

Corrected with the mandatory reporting of each such case to the center.

5. Responsibility of central institutions for hindrance in relation to local initiative and for insufficient support thereof.

6. Revision (in a certain part) of the production programs of large-scale industry in the direction of strengthening the production of consumer goods.

7. Development of the system of payment in kind and establishment, as an experiment, of collective supply.

Establishment of more correct distribution and economy.
