**DRAFT RESOLUTION OF THE POLITBURO OF THE CC RCP(b)**

In view of the proposal by capitalists of neutral countries to
transfer to them on concession part of the factories and branches of
industry of the RSFSR, instruct the commission of Comrades Trotsky, Bogdanov, and
Tsyperovich (with the right of the Petrograd Gubkom to replace him with another
comrade) to prepare a Politburo resolution on the abolition
of all previous commissions on this issue and on the creation
of a unified guiding commission for this entire matter in its full
scope.

PROPOSALS FOR THE TEXT OF THE DRAFT AGREEMENT
WITH THE ARA ON THE ORGANIZATION OF FOOD PARCELS TO RUSSIA
(even if the goal is trade, we must make this experiment, for they give us a net profit to the starving and the right
of control; and the right to refuse within 3 months. Therefore, collecting payment
for transport and for warehouses should not be done). Appoint, with the
confirmation of the Politburo, such a controller of ours in the ARA for
this operation, who would combine reliability with the ability to
control **everything**.
1 On October 18, 1921, a draft agreement with the ARA on the organization of food
parcels to Russia was sent to the members of the Politburo of the CC RCP(b)
for voting. The accompanying letter also contains the signatures of Politburo members and I. V. Stalin's proposal to charge
for the transport of parcels from the border to distribution warehouses
and for the use of warehouses, because, in his opinion, it is a matter of trade.
