I propose to agree with Chicherin and instruct him to compile a precise,
brief directive on the Far Eastern Republic 1, in the form of a draft resolution.

1 G.V. Chicherin, People's Commissar for Foreign Affairs of the RSFSR,
in a letter to the Political Bureau of the Central Committee of the RCP(b) dated October 7, 1921, reported that
the government of the Far Eastern Republic (FER) requested a Political Bureau conclusion
on the following questions: 1) is recognition of the FER by Japan and America desirable
in the absence of their simultaneous recognition of the RSFSR;
2) should proposals from foreigners
for granting state loans to the FER be accepted; 3) is the FER independent
and autonomous from the RSFSR in form or also in essence.
According to the People's Commissariat for Foreign Affairs, these questions should be answered as follows:
1) recognition of the FER is desirable, but without fixing the structure of the
FER in the treaty; 2) foreign loans are useful provided that the sovereign
rights of the FER are preserved; 3) consider the independence of the FER from the RSFSR to be only in
form.
