Draft resolution of the Council of Labour and Defence on local economic
councils, accountability, and guidance by the Decree of the Council of Labour and Defence
1. Gubernia and uyezd economic councils must be established everywhere, bearing the same relation to gubernia and uyezd executive committees as the Council of Labour and Defence bears to the Council of People's Commissars. Departments of affairs or secretariats must be common. All work must be conducted through the apparatuses of the respective departments, without creating a special apparatus.
2. The lowest local organs of the Council of Labour and Defence must be village committees and village Soviets, and in factory and urban settlements, rayon Soviets, rayon economic councils, and factory committees. Volost executive committees must either fully carry out the duties of volost economic councils or delegate several of their members to form volost economic councils.
3. Mandatory accountability of all economic councils to the Council of Labour and Defence for their activities is established. This must be guided by the Decree of the Council of Labour and Defence, which is issued concurrently with the present resolution.
Reports of regional economic councils, gubernia and uyezd economic councils must be printed in no less than 100 copies (with 3 copies sent to the Council of Labour and Defence, one each to the largest state libraries — the Rumyantsev Library in Moscow and the Public Library in Petrograd — and one to the library of each gubernia economic council). Deadlines for submitting reports — every two months (three or four months?).
Reports of the lowest organs must be in writing, one copy for the gubernia economic council, one for the Council of Labour and Defence; submission deadlines no less than twice a year.
Systematically selected issues or clippings of local newspapers dedicated to questions of local economic life, as well as all printed publications on these questions, must be attached to the report for the Council of Labour and Defence.
Local employees of the Central Statistical Administration and the Workers' and Peasants' Inspection must be involved in compiling the reports.
Each local institution is obliged to immediately appoint and notify the Council of Labour and Defence of the names of persons responsible for the timely compilation of the report, both for each sub-section of the report and for its general editing, as well as their deputies.
4. The newspaper «Ekonomicheskaya Zhizn» (Economic Life) is transformed into an organ of the Council of Labour and Defence.

It must, guided by the same Decree, print systematic summaries of data on local economic work, alongside its current material. Accounting for and studying the practical experience of all economic work of the RSFSR, and developing guiding instructions based on this experience, must become the main task of «Ekonomicheskaya Zhizn».
The editorial board must select and expand the circle of local correspondents, both Party and non-Party, to familiarize themselves with local work.
The Central Press Organ is tasked with correctly delivering «Ekonomicheskaya Zhizn» in 2 copies to each gubernia, uyezd, and volost library, and these libraries are responsible for filing and storing both copies, making them available to the entire population 1.
