Decision of the C.C. (Politbureau)
May 22, 1921 on the question of the resolutions of the R.C.P. faction
of the trade union congress 1
, the Central Committee approves the theses of Comrade Chubarev (adopted
by the bureau of the faction) and rejects the theses of Comrades Goltsman due to
the fact that the former much more correctly take into account the actual
state of our resources, our forces and means, necessitating
to count on a slower implementation of our immediate goals
[in this area].
The second theses, i.e., the theses of Comrade Goltsman, fall
in many respects into fantasy, divorced from life, a flaw that
Comrade Larin, who zealously defended these theses, also largely suffers from.
Practically, the most important component of both theses
is only the idea expressed in the note to § 3 of Chubarev’s theses ^ and in § 6 2) of Goltsman’s theses, both comrades
confirming, and not disputing, here the decision adopted by the C.C.
on May 10, 1921, on the project of Comrade Larin and the All-Union Central Council of Trade Unions 3).

"The entire aforementioned system of distribution must be implemented
as an experiment at some enterprises, introducing in them instead of individual
card issuance, collective supply of workers of the enterprise on condition of increasing their labor productivity."

2) Here is the text of this 6th paragraph 3:
"Pending the formation of a food wage fund, it is necessary to implement the indicated system of distribution as an experiment
at some enterprises, introducing in them, instead of individual card
issuance, collective supply of workers of enterprises, on condition of increasing their labor productivity." Note

3) Here is the text of this decision 4:
"Comrade Larin's and the All-Union Central Council of Trade Unions' project regarding tariff policy
is to be rejected, instructing the authors of the project to revise the question a second time
more thoroughly from the point of view, especially, of the possibility of ensuring
a real supply of a minimum of provisions to a minimum of workers.
After revision, the project is to be submitted to the Council of People's Commissars for introduction as an
experiment at some enterprises instead of individual card
issuance, collective supply on condition of increasing labor

The R.C.P. faction of the trade union congress, contrary to the recommendation
of the Central Committee of the party, approved Goltsman's theses by 567 votes,
rejecting Chubarev's theses, which gathered 317 votes.
The C.C., not wishing to overturn the faction's decision on a matter
on which the immediate change of government policy does not depend —
for this policy is predetermined by that C.C. decision of
May 10, 1921, which, as indicated above, was approved, and not disputed,
by both Comrade Goltsman and Comrade Chubarev — declines in this
case its right to intervene in the course of work and decision
of the congress.
The C.C. limits itself to prescribing that this resolution be announced
[both] to the faction
[and to the congress] calling heightened attention of the delegates to the obligation they have assumed
by adopting
Goltsman's resolution to show not only extraordinary heroism, but also a persistence,
endurance, tenacity far, far exceeding the usual norms even in revolutionary times, in the struggle against old
habits, customs, living conditions of the broad working
masses. It is now the duty of the trade unions, by virtue of the decision they adopt, to achieve
an unusually rapid reduction in the number of enterprises
and workers by means of concentrating the latter in a minimum of the best
and largest enterprises 5.
