TO THE DRAFT RESOLUTION OF THE SOVNARKOM ON COLLECTIVE PAYMENT FOR THE LABOR OF EMPLOYEES IN SOVIET INSTITUTIONS
CLAUSE “A.”
The Commission of Five is hereby instructed to gather the most comprehensive available data, so as to account for all forms of compensation currently in use within central institutions in Moscow—both those that are effectively rendered in kind and those that take the form of actual monetary payments, encompassing every conceivable type of remuneration without exception, including expenses for hired transport and the like.
CLAUSE “G”
Collective provisioning—for both workers and employees—is to be introduced only in strict accordance with the following provisions:
1) Each enterprise that adopts collective provisioning must enter into a special agreement with the government;
2) Under this agreement, the enterprise—represented by its board of directors and by specially designated representatives—undertakes to steadily reduce the number of workers and employees while simultaneously increasing their productivity and enhancing labor discipline to reach normal levels. In industry, an equivalent organizational unit—such as a department or sub‑department—shall be established for white-collar employees;
3) Failure to comply with the terms of the agreement shall result in penalties, up to and including the revocation of all forms of provision.
