SUPPLEMENT AND AMENDMENTS TO THE DRAFT RESOLUTION OF THE FINANCIAL COMMISSION OF THE CENTRAL COMMITTEE OF THE RCP(b) AND THE SOVNARKOM
Resolution of Comrade Preobrazhensky’s Commission on the Question of Reforming Paper Currency Circulation

1. Approve a denomination ratio of at least 1:1000.

2. Establish a uniform, nationwide commencement of the reform, with a clearly defined exchange period—varying in duration according to the specific conditions of different regions.

3. The precise date for the announcement of the denomination shall be determined at a later stage.

4. Recognize that, from the moment of denomination, all goods sold by the state must be priced and paid for exclusively in the new currency.

5. Approve the samples of new banknotes submitted by Comrade Enukidze—designated as “Republican Credit”—and instruct Comrade Enukidze to deliver no fewer than 5 billion rubles by October 15, 1921, preferably in smaller denominations.

6. Assign the new banknotes the official designation “State Monetary Sign.”

7. Retain the inscription “Forgery is punishable by law” on the new banknotes.

8. Remove all inscriptions in foreign languages.

9. Preserve the reference to the fact that the money was issued by the RSFSR only within the state emblem.

10. Issue the new banknotes under the joint signature of the Chairman of the Council of People’s Commissars and the People’s Commissar of Finance*.

11. Instruct Comrade Preobrazhensky to inform newspaper editors of the undesirability of publishing any information about the upcoming monetary reform.

11. + Maintain the Commission for systematic study (through the Central Statistical Office).
