In view of the urgency of the matter concerning assistance to the fishing campaign,
I request that you convene a meeting today, and if possible, without delay, to discuss the proposals of Comrade Potyaev
(Chief Fishery Administration)
and to hold it with his participation. The composition of the meeting should include:
the People’s Commissariat for Food Supply, the Commission on Utilization, the All‑Union Central Council of Trade Unions, and Comrade Potyaev. A report will be presented today in the Council of People’s Commissars.

1. On April 26, I. I. Bryukhanov served as the rapporteur in the Council of People’s Commissars on the issue of assisting the fishing campaign. The resolutions adopted by the Council of People’s Commissars ensured the prompt delivery of goods to the Chief Fishery Administration, granted the Chief Fishery Administration the right to submit direct reports (in addition to the People’s Commissariat for Food Supply) to the Council of People’s Commissars, and so forth.
