1 This proposal by Lenin was reflected in the following resolution adopted by the Presidium of the Ninth All‑Russian Congress of Soviets: “In view of the scarcity of literature locally, especially specialized literature, the Presidium of the Congress of Soviets urges all delegates—particularly the representatives of the counties—to ensure that all literature distributed at the Congress is submitted to local libraries no later than six weeks after the conclusion of the Congress” (see the Stenographic Report of the Ninth All‑Russian Congress of Soviets, p. 52, published in 1921).
