UNDER THE CONDITIONS OF THE NEW ECONOMIC POLICY”

The New Economic Policy, signifying a new phase 
(and a new turn) of development in the activity of the Soviet government, which is effecting the transition from capitalism to socialism, also demands a new consideration of the role and tasks of the trade unions and the consideration in this regard of a number of new circumstances *.
(1) the emergence and toleration of capitalism
(2) state enterprises on new principles
(3) the entire transition at a different tempo, via different paths, a “new detour”.
2. 2. Private, capitalist enterprises. Defense of the interests of the working class.
5. 3. Defense mainly not by strike (without refraining from it in general at all), but by appealing to the organs of the workers' state.
