sowing should be done as quickly as possible. All efforts will be put towards this.

1.  A significant place in the work of the IX All-Russia Congress of Soviets was occupied by questions of restoring agriculture, because, as Lenin wrote, “the most urgent now are measures capable of raising the productive forces of peasant farming immediately. Only through this can we achieve both an improvement in the situation of the workers and the strengthening of the alliance of workers with the peasantry, the strengthening of the dictatorship of the proletariat” (vol. XXVI, p. 331). These measures were outlined in the report of the Deputy People's Commissar of Agriculture V.V. Osinsky "On the restoration of agriculture and in particular in areas affected by famine."

For detailed elaboration and final editing of the draft resolution submitted by V.V. Osinsky, the Congress created a land commission. Non-party delegates of the Congress, at the suggestion of the latter, had to send their representatives to this commission and make appropriate amendments and additions. For this purpose, a meeting of non-party delegates was convened, which took place after the closing remarks of V.V. Osinsky on the evening of December 26, 1921. In addition to non-party delegates (there were 109 of them at the congress), Lenin and M.I. Kalinin were present at the meeting. At the suggestion of the presiding M.I. Kalinin, the meeting elected four delegates to the land commission, then listened to and discussed the report of the representative of the People's Commissariat of Labor on labor-tax-in-kind, and finally proceeded to the purpose of its meeting - discussing the land issue.

Lenin, who was present at the meeting, carefully recorded all the statements and proposals of the non-party delegates and spoke three times at the meeting: twice during the discussion of the issue of labor-tax-in-kind and once at the end of the meeting, after the debate on the land issue.
