I request discussion of the question whether a special resolution of the Congress of Soviets should not be adopted against the adventurist policy of Poland, Finland, and Romania (it is better to say nothing about Japan for a number of reasons)... In the resolution to describe in detail to what extent we have shown by deeds that we value both the self-determination of nationalities and peaceful relations with the states that formerly comprised part of the Russian Empire. State in detail that we fully rely on the peaceful sentiments not only of the workers and peasants of all the named countries, but also of the enormous majority of sensible representatives of the bourgeoisie and governments. With regard to adventurist elements, conclude with the sharpest threat, that if adventurist pranks with bands, such as the former Savinkov bands, do not cease, if they continue to hinder our peaceful work, then we shall rise up in a nationwide war, and those who participate in the adventure and banditry will be crushed to the end.

A resolution of the congress of such content would be convenient in that we could disseminate it among the masses in all languages**.
