In view of the protest of this resolution by Comrade Kamenev,
member of the Politburo, I propose to review this decree once again
with the participation of L. B. Kamenev.

1 We are talking about a report note from higher educational institutions of Petrograd, in which the professors complained about the difficult financial situation of universities and technical colleges, the interference of local authorities in the internal affairs of the school, the political filtering of students, the new regulations on higher educational institutions, according to which representatives of the administration were removed from participation in the management of higher education. The report also outlined measures for the preservation and development of the school, namely: strengthening the financial situation, ensuring the participation of professors in the management of higher educational institutions and transferring the latter from the People's Commissariat of Education to the jurisdiction of the Supreme Council of National Economy.
