To Comrade Chicherin

You can communicate with me, and for the greatest speed
it is better to send directly to Fotieva's name, she will also arrange in case of
necessity a telephone conversation. I will react to events, at least
the most important ones. I am very afraid that
Ordzhonikidze's arrival at the Plenum of the Central Committee and at the Congress of Soviets may
create one-sided information on the issue of Persian politics.
Therefore, if you still decided to give Rothstein a postponement,
then it is absolutely necessary to demand from him by telephone the immediate sending by special courier of the most detailed
points of conditions, considerations and proofs on the issue of
his conflict with the Baku people 2.

(near Moscow).
2 On February 26, 1921, the government of Persia (Iran) concluded
a treaty with the RSFSR, the first equal treaty in the history of the country,
which was of great importance for strengthening the independence of Iran.
The Soviet government vigilantly monitored compliance with the treaty.
The published letter by V. I. Lenin was written in connection with the received
information about disagreements between the plenipotentiary of the RSFSR in Persia F. A. Roth-
stein and leading workers of Azerbaijan on the issue of conducting
Soviet policy towards Persia.

In view of Comrade
Krasin's request, it is necessary to put it to a vote in the Politburo 3. For my part, I would consider it possible to satisfy Krasin's request on 2 conditions: do not
allow Larin to any negotiations, neither directly nor indirectly. Do not
believe a single figure received only from Larin.

To this decision, V. I. Lenin made his additions about the treatment and nature
of Yu. Larin's work - in a letter to Krasin dated January 19, 1922 (see
Complete Collected Works, volume 54, pp. 127-128).
