An emissary from the Italian film company Chito-Cinema, a Communist named Comrade Caroti, has arrived in Moscow. Our Italian representative office has been conducting preliminary negotiations with him regarding a concession for film production and acquisition in Russia, as well as the exploitation of these films in Italy.
The draft agreement currently in Caroti’s possession may serve as the basis for negotiations; it leaves ample room for making the necessary adjustments and amendments.
According to the report of the People’s Commissariat for Foreign Trade’s representative in Italy, the firm Chito-Cinema is a reputable Italian film enterprise, financed by the Italian Accounting Bank—and a formal reference concerning this firm should be obtained from the Financial and Accounting Department of the People’s Commissariat for Foreign Trade.
I regard this matter as extremely important and urgent.
I hereby instruct that a meeting be convened without delay to examine Comrade Caroti’s proposal and to thoroughly investigate all aspects of the matter.

LETTER TO THE PEOPLE’S COMMISSARIAT FOR FOREIGN TRADE, THE PEOPLE’S COMMISSARIAT OF FINANCE, THE ALL-RUSSIAN CENTRAL EXECUTIVE COMMITTEE, AND THE PEOPLE’S COMMISSARIAT OF PUBLIC EDUCATION
and to formulate an appropriate resolution for the Council of Labor and Defense. The meeting is to be convened, with a report submitted to the Council of Labor and Defense on Wednesday, December 7, under the responsibility of Comrade Voyevodin.
