1 The document represents a preliminary work plan for the deputies (deputy chairmen of the Council of People's Commissars and the Council of Labor and Defense).
Initially, it was written in black ink in the form of a letter to A. D. Tsiurupa. Two days later, apparently after a conversation with A. D. Tsiurupa, Lenin made an addition in red ink at the top of the letter for members of the Politburo and an addition at the end of the letter. Then, obviously, in the third reading, Lenin crossed out the note for members of the Politburo and the address to A. D. Tsiurupa with a pencil and wrote the following instruction to the secretary slightly below: "secret, please rewrite in 2-3 copies not on letterhead (except for what is crossed out in pencil)."
Finally, once again, while reading the document, Lenin underlined some expressions in blue and red pencil and added "trade" under the word "State Bank".
The work plan for the deputies was further developed in a number of documents (see Len. coll. VIII, pp. 71-84 and Works, vol. XXVII, pp. 281-289).

Dear Alexei Ivanovich!
So, the matter of your trip is a settled matter1. Passed through the Politburo. You are obliged to stay until the second operation and full recovery. I saw Tsiurupa and had his feedback - excellent - about treatment in Germany. I have no doubt that you will be completely cured (I saw the doctor's report about you), if you just have a little patience----------. I am sending the resolution on Tsiurupa and my draft plan for setting up his and your work2.
The 1st and 2nd deputies, as you will see from this plan, must develop new work. We have decided for now, until your arrival and until the experience with Tsiurupa, not to turn this plan into a resolution.
