Dear Alexei Ivanovich:

So the decision on your trip has been taken. It has been
passed through the
Politbureau. [1] You will have to remain until the second operation and full recovery. I have
seen Tsyurupa and have his opinion—an excellent one— about treatment by the Germans. I have no doubt that you
will be fully cured (I saw a doctor’s report about you)
provided you display just a bit of patience. ———— I am sending you the decision on Tsyurupa and my outline
of a plan for the organisation of his work and yours. [2]

The first and second deputies, as you will see from the
plan, will have to break new ground. We have decided, for the time being, until your return and the experiment
with Tsyurupa, that this plan is not to be turned into a
decision. We shall first try it out and check it in practice.
